Zinc-plated steel self-tapping screw that cuts its own thread as it drives - no tap, no nut, no insert. The pan head seats flat with a wide bearing surface, and the Phillips #2 recess keeps the driver centered under torque. Drill a 9/64" pilot hole and drive.
